Groover-Skipper is credited as a valiant catalyst for action against human trafficking in Tampa Bay and recognized by former Florida Governor Rick Scott and former Florida Attorney General Pam Bondi, as the “Human Trafficking Advocate of the Year” for the State of Florida 2013. In March 2014, she was recognized for her tireless work as a “Woman of Distinction” by the Girl Scouts of West Central Florida. Groover-Skipper received the 2014 Florida Achievement Award from the Florida Commission On the Status of Women. Additionally, in February 2016, she was recognized by the Tampa Bay Lightning Foundation as a “Community Hero”, received the Zonta International “Status of Women” award as the 2016 Human Trafficking Victims Advocate, in 2018 received the “Ribbon of Honor” award from The American Association Of University Women, and in 2019 received the “Heartbeat of the Community” award from the Florida Department of Juvenile Justice.
Groover-Skipper was initially appointed by the Florida Attorney Generals’ Bondi, and then Moody, to the inaugural and legislatively formed Statewide Council On Human Trafficking and served from 2014-2020, She is appointed by Florida Governor Ron DeSantis to the Florida Board of Massage Therapy. She serves on various local boards including the Hillsborough County Commission On the Status of Women, the Hillsborough Commission On Human Trafficking, the Hillsborough County Anti-Drug Alliance, the USF Trafficking In Persons Lab/BRIGHT Project and is the immediate past Chair of the SAFE Tampa Bay (Strategic Alliance to Fight Exploitation). In March 2021, she was inducted into her high school alma mater, Brandon High School’s Hall of Fame. In July 2021,she was honored with the “Richard Hosking Award for Distinguished Service” by the Florida Public Health Association. In 2022, Groover-Skipper was awarded the “Laurie Herring Legacy Award “ by the Mary and Martha House and selected as a “Woman Of Impact” and “100 Women To Know In America” by the National KNOW WOMEN organization. January 2023 she was the recipient of the Polaris Star Award by the Central Florida Human Trafficking Task Force. In March 2023 received the “Lifetime Achievement Award” from the Hillsborough County Sheriff’s Office and made “Honorary Deputy” and September of 2023, received the “Spotlight Award” from the NOMORE Foundation. In February 2024, Groover-Skipper was honored to present a published TEDx Talk focused on human trafficking. In March 2024, she was honored as the recipient of the small non-profit “Women Who Win” award by TBB&W Magazine and nominated for the “National NFL Cheerleader Hall Of Fame”. Also, December 2024, Groover-Skipper received the “Citizen of the Year” award from the South Tampa Chamber of Commerce. In March 2025, she received the “Woman of Influence” award from the Tampa Bay Chamber. April 2025, she received the “Ethics Award” from the Sykes College of Business, University of Tampa and was selected by Governor Ron DeSantis for induction into the Florida Women’s Hall of Fame. Dotti Groover-Skipper is married to her high school sweetheart, Roger. Together they are the proud parents of seven adult children and grandparents of three.
Dotti Groover–Skipper believes in dynamic living through servant leadership! Since graduating from the University of South Florida, she has facilitated expert programming to impact positive policy change in substance abuse, addiction, and sex trade and has helped develop numerous sustainable community coalitions. Her experience as an NFL Cheerleader for the Miami Dolphins 1978-1980, helped set the foundation for her life’s work. She is founder of HeartDance Foundation, which serves men, women and children engaged in the sex industry. Groover-Skipper is an ordained missionary who has operated at the national level to mobilize and train clergy, faith communities, businesses, school districts and organizations to engage in issues of addiction, sex trade and justice.
